Men's 1930's Illinois 307 Guardsman Watch / As Is For Parts. Not Running

This item was found in the estate of a 97-year-old watch repairman from Manhattan who had recently passed away. Try testing this item by winding and the crown will not turn it.

The crown and stem is frozen it will not turn. Tried blowing air lightly on the balance and it does not rock back and forth at all. I tried pulling stem out with crown and setting time was also unable to do that as well.
